1) LONG LINE ENFORCEMENT IN MEXICO 🇲🇽
Just a couple of days ago the Mexican Navy from Zihuatanejo confiscated long lines and fined the fishermen.
Long lines are a nuisance and illegal in Mexican waterways
Feb 7 2022 U.S. Port Restrictions on Mexican Fishing Vessels
NOAA
Fisheries is announcing port restrictions on all Mexican fishing
vessels that fish in the Gulf of Mexico. Effective February 7, 2022,
these vessels are prohibited from entering U.S. ports, and will be
denied port access and services.
Mexican-flagged
vessels participating in Gulf of Mexico fisheries will be denied entry
into the navigable waters of the United States, which includes any port,
and if such entry occurs will be subject to denial of port
privileges.
An estimated four out of 10 fish species in Mexico are over exploited, including the red snapper, according to Oceana’s fishery audit in Mexico.
PEW: Transshipment, pictured above, is a critical link in the seafood supply chain and continues to elude enforcement.
Operating
limits for commercial establishments also returned to their usual
hours; and for residents and nationals, the health pass for those
entering the country was eliminated. In addition, foreigners no longer
had to undergo rigorous checks.
Similarly,
as of today, all activities and events can operate at full capacity
without requiring the use of QR Code or proof of vaccination. This
includes businesses, restaurants, gyms, churches and houses of worship,
university classrooms, event halls and any place where services are
provided to the public.
Also,
the health pass to enter the country for non-nationals is abolished. As
mentioned before, the requisite was not mandatory for nationals and
residents since the begging of March.
Unvaccinated
foreigners, or those who were inoculated with a vaccine that is not
recognized in the country, will no longer be required to pay insurance
in order to enter and remain in Costa Rica.
To be confirmed is the forced need for maritime agents to clearing into Costa Rica. Expect clarity on Wednesday April 6, 2022

6) UP THE RIVER TO PEDREGAL 🇵🇦 PANAMA
Hello
all! You may recall we were wondering about Zihuatenejo and Acapulco
for checking in to Mexico. After more research and phone calls, we
finally caved and are heading to Chiapas. Much easier it seems!! So
maybe we’ll see some of you there! We just checked out of Panama. We
went up the river to Pedregal, through the Boca Brava entrance. It was
pretty fun; they were definitely not accustomed to seeing sailboats up
here. (We have a lifting centerboard). I speak fluent Spanish so was
able to get some of the low-down on checking in/out here. They require
48 hours notice. Carlos works directly with the Port Captain, Moises.
(We did not use Carlos as we came all the way up here and were able to
do it ourselves.) Puero Armuelles uses the same office. They did not
recommend going there as that port is used more for the bigger container
ships and you still end up in Pedregal. David has some big, good
grocery stores. I’ll put more notes on GoodNautical but am posting the
quick and dirty here as I’m not sure how much longer we’ll have service.

9) FISHING NET NUISANCE TEMPORARILY RESOLVED BY MEMO 🇲🇽 CHIAPAS, MEXICO
Here’s
the outcome of our night-time encounter with an unlit floating fishing
net off the entrance to Puerto Madero, Chiapas. To recap, the incident
happened at about 05.00 last Saturday, at N14°38.01′ W092°25.72′, about
3.5nm off the coast.
Memo
has been great throughout, liaising with the port captain and making
sure we were fairly treated. We stated to the Port Captain that we
were totally willing to make a good will contribution to repairing the
net even though it wasn’t our fault. The port captain however “ruled”
that we should make no such payment and that if the net owner wanted to
claim from us, then we would be entitled to claim for any damage to our
boat, which would easily exceed the cost of repairs to the net. (We will
need to touch up the hull/keel joint where we snagged the net.)
The
fishermen’s ‘Patron” got greedy and when the incident happened was
trying to intimidate us somewhat into paying an excessive amount, which
is why we told them we would resolve it in Port and they have now ended
up with nothing. They will hopefully not now take the same approach with
any other unfortunate yachts they ‘catch’.
The
incident was not pleasant but we did not feel in real danger and would
certainly not want this to put off anyone coming into Chiapas.
The
small panga with the two fishermen that arrived a while after we
got caught up just had a number. Their patron who arrived later was
called Jomo, also on a panga with just a number.
Memo
was great and very helpful. By the time we got into the Port with 4
pangas following us, Memo had reported the incident to the Port Captain
who requested that we and also the fishermen’s ‘Patron’ (who was the one
trying to make us pay $1,000 for damaging his net) both provide him
with written accounts of the incident. Memo and Rolf helped us write the
report in Spanish and took us to deliver it to the Port Captain
yesterday.
We
have to return tomorrow, Monday, to complete our formal check-in with
the Port Captain and find out his decision re whether any compensation
due. We’ll let you know the outcome.

time it’s kudos to the Ski patrol at Copper mountain. No more skiing
have calf injury they call it tennis leg. I did get a half day in of

Entry is only permitted at high tide during daylight hours.
Daylight hours include civil twilight (about 40 minutes before
sunrise or 40 minutes after sunset). Morning tides are always better due
to the absence of wind waves.
In
the middle of the week we enter a neap tide cycle which decreases the
depths at the bar. Average depth should be 9 feet.
Tides beginning April 6 are morning tides.
For
the forecast period the average primary swell is 3.4 feet and the
significant swell is 4.6 feet. April 9 the significant swell touches 5.5
feet coupled with a neap tide of 4. feet so passage over the bar may
not be possible. April 4 through 8 appear to be good days for
arrival or departure.

If
you received a COVID vaccination you may now enter El Salvador by
showing proof of vaccination. If the vaccination is the two-dose
type you must present proof of receiving both doses.
For
all others you must present either a negative PCR-RT, LAMP, or NAAT
test. You must arrive withing 72-hours of receiving the test
results.
As
