4) WARNING PANAMA CANAL ADVISORS
ARE NOT NAVIGATORS

WARNING !

Perhaps you can pass it on to others doing the canal transit.

Ocean Dream had a little accident just outside the marina.

The pilot came on board and directed me to "catch-up to the freighter" going by. We were schedule to go through the locks together. I steered the
course he pointed out and was soon stuck in a sand bank. The fault and
responsibility was mine of course.  I let my guard down.

The almost square area on the chart plotter showed good depths all around
the perimeter but no depths in the middle. I would normally have said
"No. I am not going into an area where there are no depths on the
chart."

But, as I said, I let my guard down. The pilot boat returned to pull us off.
After 15-20minutes of rather brutal pulling we were eventually dragged
out into deeper water. Keel and bilge OK.  A couple of damaged
cleats but not a big deal.  Major stress though. I checked the
chart 26068 Puerto Cristobal (afterwards!) and the area is tagged
"Dredge Disposal Site -spoil ground less than 5 meters". In fact it was
less than 2 meters.

Chart 26068

I hope the info is useful and helps fellow sailors.

Regards,

Palenque

Selfie at Palenque

Palenque

Palenque  also anciently known as Lakamha “Big Water” , was a Maya city
state in southern Mexico that flourished in the 7th century. The
Palenque ruins date from ca. 226 BC to ca. 799 AD.  After its
decline, it was overgrown by the jungle of cedar, mahogany, and
sapodilla trees, but has since been excavated and restored with an
onsite museum. It is located near the Usumacinta River in the Mexican
state of Chiapas --> https://panamaposse.com/palenque

Palenque

The first published account of this lost city was in 1567, from a
Friar  of the Dominican Order Pedro Lorenzo de la Nada.
Lorenzo came upon its stone temples, terraces, plazas and architecture,
originally decorated with blue- and red-painted stucco but by then long
abandoned by the Maya who built it. Lorenzo gave the grand structure the
name Palenque, a Spanish word meaning “fortification.”

21) PANAMA POSSE CONVOYS

Violent incidents appear to be executed by “part-time pirates”,

fisherman who organize on an ad hoc basis and seize targets of

opportunity in the absence of effective law enforcement.  They do

not target larger commercial vessels at this time.

Areas

Geographically, the Honduran and Nicaraguan east coasts do not provide harbor for larger vessels and the national navies are small and poorly equipped to deal with the issue, as they are small forces primarily designed for monitoring with coastal and riverine security.  The naval forces are under-resourced.

ext

As the incidents normally occur well offshore, often between 75 and 125

miles from land, they are beyond VHF radio range from shore bases, and in any case it is believed the relevant navies do not effectively maintain
a 24/7 radio watch. It is uncertain what other illegal activities these
part time pirates may engage in.

While these areas are variously within the territorial waters or exclusive economic
zones of Colombia, Guatemala, or Honduras, they are not effectively
patrolled or policed by any of these states.  Adding complication
to the situation, some areas including the Serranilla Bank are disputed
territories.

For westbound vessels, a transit of the Venezuelan coast from Trinidad to
the ABCs and Columbia is often undertaken.  For vessels leaving
Colombia to points north, a close approach to the easternmost stretch of
the Venezuelan coast is also unavoidable.  There has also been an
increase in piracy activities in the coastal waters near Trinidad,
believed to be the actions of Venezuelan smugglers area.

10) CHECK INTO PANAMA AT BOCA CHICA , PANAMA

Ho'Okipa

In cruising from Golfito, Costa Western Rica to Panama here’s what we've found

Puerto
Armuelles - 4 reliable sources explained to us  (Carlos @ Boca
Chica Marina, Port Captain Moises Amp, Ana @ Health Ministry and Joseph
Isasa @ the Pedregal office of the Port Captain), that the Port Captain
in Armuelles (Reinaldo Omar Barrantes), got in trouble for…...whatever.
Therefore Panama City will not issue a 1-year cruising permit to
cruisers checking in at this port to any other Port Captain other than
Moises Amp (who is based in Pedregal). Everyone on the ground hopes
these changes happen soon, but nothing can be done until Reinaldo Omar
Barrantes quits or is replaced. This is from  4 reliable sources.
Mariners can still check out at Puerto Armuelles.**

Coming from the North into Panama pacific side, there are 7 options as of today:

1.
Check in at Puerto Armuelles and wait for Port
Captain Moises Amp to get there. I’ve been told that will take several
days.

2.
Check in at Pedregal, which requires a low draft,
timing and a lot of skill navigating the mangrove channel.

3.
Check in at Bocas Chica, which the Posse
agent-fixer Don Carlos, who has a mooring field and gets the 4 officials
to come to you (Health, Customs, Immigration and last but not least the
Port Captain Moises Amp– he’s not the same port captain in Armuelles).
Or, Mariners can anchor across from the town dock and outside of town.
Beware – there is a small criminal element, and the panga taxis
are super aggressive!

4.      Check-in at Remedios

5.      Check-in at Mensabe

6.      Check-in Parita

7.      Check-in at Fuerte Amador Panama City

THE CHECK-IN FEES WE HAVE INCURRED THUS FAR:

·        Health Inspector – $92

·        Immigration – $75

·        Customs – $35

·        Port Captain & 1 year Cruising Permit – $185

·        Boca Chica Agent & Mooring Fees for Don Carlos – $95 plus $10 a day for the mooring ball

·
Round Trip Taxi to Port Captain’s Moises’
office in Pedregal to pick up 1 year cruising permit - $80  (any
provisioning or shopping is an additional $10 per hour). Driving time
each way is 1.5 hours. I’ve been told there’s also a mini-bus from Boca
Chica to the Port Captain’s office.

There’s
limited fuel in Boca Chica and most yachts fuel up in Golfito. The
Panamanian authorities are preparing to do something about this.

QUESTIONS:

·
How long does it take to get the 1-year
cruising permit back from Panama City? Supposedly 1-day if nobody is
sick, at lunch, or whatnot. In our experience, it took 2.5 days

·
If you check in at Boca Chica, do you have
to go to Pedregal to pick up the cruising permit, or can it be sent
electronically? You either have to go to Pedregal to pick up or request
the Port Captain Moises bring to you the next time he is in Boca Chica,
and his accountant must be present to receive the money and issue a
receipt

·
If you cruise the islands of Parida, Seca,
Coiba, Jicaron, Catalena, etc. and haven’t cleared into Panama, will
Vista Mar receive you for check-in?  NO*

·
What is the penalty for “lollygagging” down
the coast prior to checking in, or cruising the islands and going ashore
to provision without checking-in? You MAY be escorted by Panamanian
authorities to the nearest port and quarantined for a very slow process
of clearing in. This is what I’ve been told by the Port Captain and his
associate.

20) PANAMA POSSE CONVOYS

Violent incidents appear to be executed by “part-time pirates”,

fisherman who organize on an ad hoc basis and seize targets of

opportunity in the absence of effective law enforcement.  They do

not target larger commercial vessels at this time.

Areas

Geographically,
the Honduran and Nicaraguan east coasts do not provide harbor for
larger vessels and the national navies are small and poorly equipped to

deal with the issue, as they are small forces primarily designed for

dealing with coastal and riverine security.  The naval forces are

under-resourced.

ext

As the incidents normally occur well offshore, often between 75 and 125

miles from land, they are beyond VHF radio range from shore bases, and

in
any case it is believed the relevant navies do not effectively maintain
a 24/7 radio watch. It is uncertain what other illegal activities these
part time pirates may engage in.

While these areas are variously within the territorial waters or exclusive

economic
zones of Colombia, Guatemala, or Honduras, they are not effectively
patrolled or policed by any of these states.  Adding complication
to the situation, some areas including the Serranilla Bank are disputed
territories.

For
westbound vessels, a transit of the Venezuelan coast from Trinidad to
the ABCs and Columbia is often undertaken.  For vessels leaving
Colombia to points north, a close approach to the easternmost stretch of
the Venezuelan coast is also unavoidable.  There has also been an
increase in piracy activities in the coastal waters near Trinidad,
believed to be the actions of Venezuelan smugglers area.

Birds of Chiapas

The Birds of Marina Chiapas
(or, at least, a few of them)
Lisanne Aerts & Bill StreeverS/V Rocinante

At first glance, the Marina Chiapas Estuary may not seem like a nature lover’s paradise. It’s a dredged channel through dredged basins servicing cruise ships, bulk carriers, small container vessels, the Mexican Navy, shrimpers, purse seiners, and passing yachts. As often as not, spilled diesel and gasoline shine on the surface. Scattered trash shares space with ash from crop fires. At times, the estuary emits what most of us would call an unpleasant odor. Or worse. It is, in other words, a fairly typical harbor. But despite all this it houses thousands of fish, hundreds of mobula rays, untold numbers of undulating jellyfish, and even a few sea turtles. And the estuary is home to more bird species than you can count. But if you try, you will find that the longer you count the longer your species list will become. During the 2020 corona virus crisis, the crew of S/V Rocinante (that would be my wife and I) decided to wait out the worst of the uncertainty in Marina Chiapas. While here, we ticked off boat tasks, studied Spanish, ate and drank way too much, and watched birds. All of the bird and marine wildlife photographs in this small book were taken in the Marina Chiapas Estuary during our two-month stay, from March until May 2020. We hope this will help others enjoy their stay at Marina Chiapas as much as we did. And, importantly, we hope these photographs will encourage others to appreciate nature, wherever and however it might be found. -Lisanne Aerts & Bill Streever S/V Rocinante The Marina Chiapas Estuary

Where to start? Why not with the Kingfishers? Two kinds of Kingfishers are often seen in the approach channel to Marina Chiapas, the tiny (for a Kingfisher) and often shiny (iridescent in the right light) Green Kingfisher and the much larger and boldly colored Ringed Kingfisher. Watch for them in the trees along the banks and flying across the channel, often working in pairs, and listen for their staccato calls. Kingfishers Ringed Kingfisher Green Kingfisher

Everyone’s favorite bird.... The estuary is blessed with the Turkey Vulture and the Black Vulture. Look for them in the trees (often roosting next to pelicans and other species, sometimes with outstretched wings for drying or for shedding heat), on the low tide beaches (side-byside with wading birds, gulls, and terns), and in the sky (sometimes with other vultures, ospreys, and frigate birds). Head color easily separates the two species. Black Vulture Turkey Vulture Vultures

Osprey The Osprey, sometimes called the fishing eagle, is often seen carrying prey, which it captures by plunging into the water feet first. Here, an osprey carries its needlefish to a nearby roost.

Laughing Gull We saw only one species of gull in the Marina Chiapas Estuary, the Laughing Gull. But on the upside, they have wildly different color phases, some appearing as more or less plain white and gray gulls, and others with a striking black or dark brown head. In all color phases, look for the white eyelids. A noisy, screeching, curious gull, often looking for a handout or an opportunity to steal a little snack. Large flocks of Royal Terns, with brilliant orange bills, stand on the beaches near the navy base. In adults, a solid black cap and often what looks like an Elvis Presley hairstyle make this bird distinctive. Often mixes with Laughing Gulls, Black Skimmers, Spotted Sandpipers, and other birds on beaches. The Royal Terns seen near Marina Chiapas probably nest on isolated beaches in California and Mexico but over-winter far to the south. Watch for them on the beaches but also over the water, where they feed on fish and invertebrates, sometimes plunge diving, somewhat like pelicans.

Royal Tern

Whimbrel Whimbrels, with their striking downcurved bills, can be sp0tted on most of the muddy flats that emerge around the estuary as the tide recedes. They often stroll with their heads slightly forward and their necks angled, giving them the appearance of an urbanite late for an appointment. Like most long-billed shorebirds, whimbrels probe in sand and mud for crabs, mollusks. and worms. Their call sounds something like pi-pi-pi. Whimbrels migrate from breeding grounds in the far north to wintering grounds as far south as South America. In the wild, Whimbrels have been known to live for at least 14 years (one was captured, banded, and recaptured 14 years later). • Some migrating Whimbrels make a nonstop over8 Marbled Godwit Another long-billed bird that seems happiest when probing in the mud for seafood, the Godwit has a slightly upturned beak. They can be seen in small numbers mixing with Willets, Whimbrels, and (as in the photograph below) Ruddy Turnstones.

Willet The Willet, named for its call (often a loud pill-will-willet), is somewhat plain looking but elegant. Look for the narrow white ring around the eye and the striking black pattern beneath the wings when the bird flies. Willets are among the larger sandpipers. Willets found near Marina Chiapas probably nest in pothole wetlands and sloughs in the prairie provinces of Canada and in similar habitats in the United States. In the estuary they probe in the mud for invertebrates, but they also stalk fish and invertebrates in shallow water. Willets in the Marina Chiapas estuary are nervous birds and will noticeably walk or fly away when approached.

Spotted Sandpiper A small sandpiper frequently seen perched on the rocks along the approach channel to the marina and sometimes seen on the docks. Dark spots are sometimes visible on the bellies of these nervous little birds. Look for a faintly orangish bill with a black tip. Spotted sandpipers breed across most of the United States and Canada, but they have the good sense to over-winter farther south. Females often have more than one mate, leaving males to incubate the eggs and raise the chicks.

Ruddy Turnstone Ruddy Turnstones are in the same family as sandpipers (although they were once considered to be in the same family as plovers). Like many of the shorebirds seen around Marina Chiapas, Ruddy Turnstones nest as far north as the Arctic but over-winter in sunnier climes (as far south as Chile). While foraging for invertebrates on beaches and mudflats, Ruddy Turnstones sometimes flip small rocks over, hence their name. Watch for defensive and aggressive postures and behaviors as these pretty little birds squabble over rights to patches of mud, and look for them roosting on docks and rocks at high tide.

 6) GESTALT GESTALT GESTALT

GESTALT

HOW TO PASS ON INFORMATION WITHIN THE PANAMA POSSE EFFICIENTLY

What is Gestalt and Why You Need To Know It –

Gestalt
Language Protocol is something I picked up from training in connection
with a couple of different groups one of them being EO Gestalt Language
Protocol may sound suspiciously like something the Secret Service uses
to decode enemy communications, but really, it is simply a set of ideas
about how to communicate with other CAPTAINS & CREW and
individuals in a non-threatening manner so that people within the group
feel like they can really share and learn. Here are some general ideas
about how it works:

1. Speak from your own experiences rather than giving advice or opinions

2. Use “I” statements instead of “You” statements

3. Speak in past tense - this is what I did

4. Avoid the “Should”, “Would”, “Could”

5. Do not speak in generalities, be specific

It can take a lot of practice IT IS HARD !!!

but I have found that when members don’t openly communicate it is often
because they feel threatened. Nobody likes to be reminded that they
messed up up or that maybe don’t have or understand a solution. Whatever
the case may be, Gestalt Language Protocol eliminates many of the
barriers and obstacles to real communication. It is centered on creating
a safe environment where people feel safe, help each other and NOT
feeling inferior.

We have set up a GESTALT MONITOR account in the LINE GROUP.

9) TSUNAMIS IN TONGA

In 2009, Captain Dietmar's SY Carinthia was at anchor in Vava'u Northern Tonga when the Samoa Tsunami hit.

At
the time we had a local net on VHF 26 and it was clear for those in
shallow anchorages to get out - we had 10 minutes - so we weighed anchor
FAST and got to 130 feet of water depth in time. There was no feeling
of the wave in deep water. Other boats touched briefly and then get
out.. So it depends on the bottom your hull /keel and the severity of
the tsunami impact. Our vessel can sit on it's keels but that is not the
case for every other yacht.

Another vessel sailed right over the epicenter of the underwater earthquake which caused the tsunami and also felt nothing

Near
shore though things get a little more dire. In the marina in Pago Pago a
vessel crushed and killed a sailor as he was trying to untie his vessel
and fell between the dock and his yacht and the swell crushed him. Here
is the link watch what happened in Pago Pago https://www.youtube.com/watch?v=gaM8TPTBodI

In
most marinas the depth is shallow and therefore the impact on yachts
attached to cleats and quick water movement can create a lot of damage
for both the docks and yachts with this quick energy transfer. Rob on
Avant was in Chiapas and had this to report.  "During the first
Panama Posse the tsunami in Chiapas destroyed the marina and flooded the
dry yard (with Avant in the dry yard). Posse members there at the time
took refuge but climbing onto the workshop roof (this in the middle of
the night, the earthquake hit at about midnight).

There
were no injuries, and no boats were damaged. This was amazing as all
the docks floated free of their pilings and were adrift in the basin.
They subsequently rebuilt the marina to withstand a similar event."

The birth of an island

Hunga Tonga Hunga Ha’apai Island

The
birth of a new island in the southwestern Pacific Ocean around Dec. 19,
2014 via tephra-dominated hydro-magmatic processes (surtseyan-style)
was witnessed by NASA’s Earth Observing System sensors during the course
of its month-long construction phase. Such eruptions are not uncommon
in this region and similar events occurred in 2008-2009 with ephemeral
island formation and subsequent destruction over a period of months.

The
volcano is usually not much to look at. It consists of two small
uninhabited islands, Hunga-Ha’apai and Hunga-Tonga, poking about 100m
above sea level 65km north of Tonga’s capital Nuku‘alofa. But hiding
below the waves is a massive volcano, around 1800m high and 20km wide.

Tsunami Wave dispersion

10) TSUNAMI ALERTS

In
the 5 years of the Posse, we have ‘enjoyed’ two tsunami events (the
Chiapas tsunami in year one, and this year’s Tonga tsunami). So while
these are rare, they do happen.

National
authorities throughout the Panama Posse route do post tsunami warnings,
but they are in the local language and may be on various government
websites, Facebook pages and Twitter feeds most Posse members will not
know about, making their utility dubious.

There
is one international tsunami warning center: the UNESCO tsunami warning
center. They don’t post the notices anywhere, but you can subscribe
here:
https://lists.unesco.org/wws/subscribe/tsunami-information-ioc.
After you subscribe you will receive world wide tsunami alerts and
updates via email, many of which I shared in the Posse line group.

Many tsunami notices are also posted on https://www.tsunami.gov,
but as a USA-Canada focused service the ‘Non-US Canada’ alerts are
often ‘late’ (and in this event, were not displaying due to a web
glitch).

Having
said that, the UNESCO system is imperfect and it’s infrastructure is
poor. The first UNESCO warnings didn’t come out until 1547 local for me,
several hours after the USA warnings were out and only minutes before
the first waves hit Central America. Apparently this is because it’s a
semi automated system based on earthquakes, and the Tonga event was a
volcano based tsunami (which they didn’t plan for in the system). But I
suggest all Posse members subscribe for alerts.

In
the event of a tsunami warning, the best place to be is at sea in
>100’ of water. Be aware that local shoreline topography and
bathymetry can and will affect how a tsunami behaves in any particular
area, and long inlets, bays, and some anchorages can act as a ‘lens’ to
focus the power of even a small tsunami to devastating effect (as
happened in Chiapas during Posse #1).

Stay safe out there!

11) THE HUNGA TONGA HUNGA HA’APAI ISLAND

Sources of volcano Eruptions and subsequent tsunamis

6 types of volcanic causes of Tsunamis - and below is what happened on Saturday

Blow it up
massive

The caldera is a crater-like depression around 5km across. Small eruptions
(such as in 2009 and 2014/15) occur mainly at the edge of the caldera,
but very big ones come from the caldera itself. These big eruptions are
so large the top of the erupting magma collapses inward, deepening the
caldera.

Looking at the chemistry of past eruptions, we now think the small eruptions
represent the magma system slowly recharging itself to prepare for a big
event.

We found evidence of two huge past eruptions from the Hunga caldera in
deposits on the old islands. We matched these chemically to volcanic ash
deposits on the largest inhabited island of Tongatapu, 65km away, and
then used radiocarbon dates to show that big caldera eruptions occur
about ever 1000 years, with the last one at AD1100.

With this knowledge, the eruption on January 15 seems to be right on schedule for a “big one”.

Tonga us still in the middle of this major eruptive sequence and many aspects
remain unclear, partly because the island is currently obscured by ash
clouds.

The two earlier eruptions on December 20 2021 and January 13 2022 were of
moderate size. They produced clouds of up to 17km elevation and added
new land to the 2014/15 combined island.

The latest eruption has stepped up the scale in terms of violence. The ash
plume is already about 20km high. Most remarkably, it spread out almost
concentrically over a distance of about 130km from the volcano, creating
a plume with a 260km diameter, before it was distorted by the wind.

This demonstrates a huge explosive power – one that cannot be explained by
magma-water interaction alone. It shows instead that large amounts of
fresh, gas-charged magma have erupted from the caldera.

The eruption also produced a tsunami throughout Tonga and neighbouring Fiji
and Samoa. Shock waves traversed many thousands of kilometres, were
seen from space, and recorded in New Zealand some 2000km away. Soon
after the eruption started, the sky was blocked out on Tongatapu, with
ash beginning to fall.

All these signs suggest the large Hunga caldera has awoken. Tsunami are
generated by coupled atmospheric and ocean shock waves during an
explosions, but they are also readily caused by submarine landslides and
caldera collapses.

It remains unclear if this is the climax of the eruption. It represents a
major magma pressure release, which may settle the system.

A warning, however, lies in geological deposits from the volcano’s
previous eruptions. These complex sequences show each of the 1000-year
major caldera eruption episodes involved many separate explosion events.

Hence we could be in for several weeks or even years of major volcanic unrest
from the Hunga-Tonga-Hunga-Ha’apai volcano. For the sake of the people
of Tonga I hope not.

Anchorage

FROM GOOD NAUTICAL

Punta Galera located 73NM from Puerto Angel is a marginal anchorage
with little protection from the wind and none from the swell.
Breakwaters built at the river mouth behind the point create a great
point break which attracts surfers to the small community of Galera. The
anchorage is usually very rolly is only tenable in calm conditions.

right after Mar y Sol and us got in. It was pretty hairy. According to
the tide tables we were supposed to be at slack tide, but it was
anything but slack. When we rounded the corner to the right we grounded
in 5.5’ of water (that’s our draft) but we’re able to wrist our way into
deeper water. The tidal current was running so hard that at full
throttle we were only doing 1.5 knots. Two guys in a panga were waiting
for us at the turn and guided us in, helping with the dock lines as
well.
