The Port captains office and Immigration office are close together opposite the main ferry terminal. Both speak some English but we found the port captains office totally unhelpful and monosyllabic while immigration were cheerful and helpful. There is a small dinghy dock across from Port captain, 1st one south of ferry dock.
The procedure is as follows :- prices in Peso, Mx, at about 20 to US dollar. At every stage, all your photocopies will be stamped by each department.
Boats registered under a family trust will not be accepted even if your name is on the trust. All vessels must be owned by a person or company only. If the vessel is registered under a company, you will need to present a letter of authorization on company letterhead granting permission to take the boat to Mexico.
You will need to have the boat and the following paperwork with you. You need to have the original AND a 2-3 copies of each of these items as you will be asked to turn in the copies in order to get your permit. Most marinas also require on-the-water boat liability insurance,
- Passport or Passport Card
- FMM, temporary resident or permanent resident visa
- Boat registration or title
- Motor serial number
- If there is a lienholder on the boat, you will need to have a letter from the lienholder granting permission to take the vessel to Mexico The fee for the temporary import permit varies slightly from day to day but is around 950 pesos (about $55.00 USD) and can be paid in pesos, dollars or by Visa or Mastercard. The permit is good for 10 years (and is good for multiple entry). TIPs can only be extended one time, therefore the maximum amount of time that a boat can have a valid import permit for Mexico is 20 years
1. Take to Port captain IN DATE originals and 5 photocopies of Zarpe, Crew list, Ships registration and each passport. (Photocopy shop 2 blocks along and 1 back )"
2. Be sent to the hospital to find, or better ask for attendance at the office of, ‘international Sanitorio’ for crew medical clearance. Mx150 for taxi or Mx50 tip for attendance. ( this may change during COVID )
3. Go to immigration office –
4. go to the BANJERCITO bank in Cancun to pay Mx585 per person – return to immigration. Collect and keep receipts. 6 month visa given.
5. Return to port captains office for agricultural clearance, an official in attendance mornings.
6. Ask for customs attendance, probably from Cancun by ferry, wait. Visiting clearance for up to 10 days. Longer is a different procedure for temporary import that has to be done in Cancun.
7. Start Port captain clearance – go to the bank to pay Mx980, keep receipts – return and wait. Eventually, after Port captains signature you are done.
Total 4 hours 1st day and 6 hours 2nd day and about $120 total.
Just as well that we cruisers have time on hand…
Check out is simpler with only 2 sets of photocopies for immigration and Port captain.
Note, items mentioned or on papers but not physically checked …..
Agriculture .. full fumigation needed if arriving from the south… next time.
Health …. no discharge of grey or black water in Mexican waters.
Other… $50 fishing permit needed for any fishing in Mexican waters. From Cancun?
Customs …. can only clear for 10 days….
Customs …. in theory, you need a photo of ships VIN number, not the registration. Older boats may not have one……
Temporary Import for more than 10 days is a different department and process.

Hello Panama Posse !
Thanks for thinking of us as a stop on the "OCEAN Posse" route.
At FANTASY ISLAND MARINA, FRENCH HARBOR, ROATAN,
we are able to accommodate about 30/40 vessels and would usually have
unoccupied side tie or Med mooring slips on 5 different docks (dinghy assisted docking for the Med mooring).
Boats docked at the marina have
Full Access to the privately owned FANTASY ISLAND RESORT !
- Beautiful beaches
- Scuba dive facilities
- Dive courses on site
- Excellent reef snorkeling just off the beach,
- Internet in the hotel,
- Tiki palapa bar with
- Gas and charcoal BBQ facilities in the marina
- Weekly bus to ELDONS SUPERMARKET & ACE HARDWARE STORE
- Laundry pick up service
- Diesel delivered by truck to your boat,
- Propane top up in the marina,
- Daily cruisers net on Channel 71 (which is also the hailing channel for arriving boats)
- many other services.
Boats docked at the marina will be offered a 20% discount on meals at the hotel and also on dive courses and/or dives or exciting night dives.
The FANTASY ISLAND RESORT is a privately owned island resort and would be a good place to get family & friends to meet up with the "Posse" participants as the resort offers fully inclusive packages with all that's required for a wonderful holiday and the marina is part of the hotel.
Vessels using the French Harbor anchorage (but not our dock) are welcome to use the marina facilities and Tiki bar but are not permitted onto the beach or into the hotel.
Any sailors needing to go to the Port Captain and Immigration Dept in Coxen Hole would be able to use our friendly, English speaking taxi service, who will take you to each office and stay with you for the whole process. We have several contacts with air conditioned mini tour buses who will tailor make your ideal tour.
Our docking fees are
Daily US$0-90c per foot per day Plus 15% tax
Weekly US$0-55c per foot per day Plus 15% tax
Monthly US$8-00 per foot per month Plus 15% tax (1st November to 31st May)

ADDITIONAL INFO
- We’re located about 10 minutes east of Roatan’s international airport (RTB); direct flights are available from North America with several major carriers
- There’s a well-stocked grocery store in French Harbor called “Eldon’s Supermarket” about a 10-minute taxi ride away. Round trip taxi fare with one of our trusted drivers is only $20 (the driver waits while you shop!), or a “collectivo” taxi (non-private) is typically only a few dollars per person each way
- Car rentals, private taxi service, and spa appointments can be arranged through our front desk, as well as various offsite activities
- Roatan has many wonderful activities and excursions to experience. There are popular spots for tourists to visit on Roatan (West End, West Bay Beach), and interesting locales that are more off the beaten path (mangrove tour in Oak Ridge, Punta Gorda, Camp Bay Beach)... there are exciting adventures (parasailing and zip lining in West Bay), and laid back experiences (massages at our spa, Carambola botanical gardens)... there are activities for animal lovers (sloth sanctuary in French Cay, dolphin experiences at Anthony’s Key), and of course there are plenty of activities for ocean lovers (diving with our onsite dive center and snorkeling from the palapa). We do our best to tailor recommendations to individual tastes, so guests can feel free to drop by the front desk, and we’d be happy to discuss the various options available.
BRICK BAY ENTRANCE TO BAREFOOT CAY MARINA
The marina is most easily reached through the Brick Bay entrance with a turn east (as shown on the chart below, with coordinates listed). Enter keeping the outer stake close to starboard, then take the next two stakes to starboard (approximately 50 ft). There is deep water to the marina.
Access is also possible from the French Harbor entrance, however, due to a shoal northeast of Barefoot Cay, we suggest using the Brick Bay entrance
Approaches are only recommended during daylight hours, and we prefer that approaches be made only when we’re able to send a guide to pilot you through the channel (guides are available between 8am-4pm when arranged in advance)
