AMERICAN SAMOA

Cruising in Samoa offers private yacht owners a unique blend of natural beauty and rich cultural experiences. To ensure a smooth voyage, it’s essential to be aware of the entry procedures, cruising regulations, and available facilities.

Entry Procedures:

  • Advance Notification: Yachts must provide at least 48 hours’ notice before arrival by emailing the Samoa Port Authority at portmaster@spasamoa.ws or spa@spasamoa.ws.
  • Arrival Communication: One to two hours before entering Apia Harbour, contact the Apia Harbour Master on VHF Channel 16 to receive permission to enter.
  • Clearance Process: Upon arrival, four authorities will conduct clearance: Health Department, Customs, Quarantine, and Immigration. The skipper must complete a Masterโ€™s Declaration Form declaring biosecurity risk items, submitted at least 24 hours before arrival.

Ports of Entry:

  • Apia Harbour: Located on Upolu Island, Apia is the sole official port of entry and departure for yachts in Samoa.

Cruising Permits:

  • Obtaining a Permit: To anchor anywhere off Samoa, a Cruising Permit from the Samoa Ports Authority is required. Apply in advance by contacting the Samoa Ports Authority.

Facilities and Services:

  • Apia Marina: Offers 60 floating berths with 24-hour security, fresh water, and electricity. The marina is conveniently located near the town center and government offices.
  • Anchorage in Savaiโ€™i: Asau Bay on the north coast of Savaiโ€™i provides anchorage. Note that repair facilities and yacht services are limited on this island.

Weather and Navigation:

  • Trade Winds: From April to November, steady southeast trade winds prevail, offering calm weather. From December to March, the cyclone season brings north to westerly winds.
  • Navigation Caution: Due to reefs and limited passages, navigating around Savaiโ€™i and Upolu can be challenging. It’s advisable to research weather and navigation thoroughly before setting sail.

Additional Considerations:

  • Biosecurity: Be prepared for inspections and ensure all biosecurity declarations are accurate.
  • Local Regulations: Familiarize yourself with Samoa’s customs and regulations to ensure compliance during your stay.

By adhering to these guidelines and respecting local customs, private yacht owners can enjoy a memorable and trouble-free cruising experience in Samoa

PILOT CHARTS

SAMOA Pilot Charts provide historic points and aggregated information ofย  wind flows, air and ocean temperatures, wave heights, rain, barometric weight, and climate conditions at various seasons. This data was acquired from oceanographic and meteorologic perceptions over hundreds of years starting in the late eighteenth century. These diagrams are planned to help mariners choose routes around and approaching Cuba with respect to the normal climate and sea conditions using prevailing seasonal wind information.

PORTS OF ENTRY

In Samoa, the primary port of entry for international vessels is Apia Harbour on the island of Upolu. This harbor serves as the main point for customs and immigration clearance for yachts and other vessels arriving from abroad. The Apia Marina within the harbor offers facilities such as floating berths, 24-hour security, fresh water, and electricity, providing a convenient base for visiting sailors.

While Apia Harbour is the official port of entry, there are other locations where anchorage is possible:

  • Asau Bay (Savai’i): Located on the north coast of Savai’i, Asau Bay offers anchorage options. However, to anchor here, vessels must obtain a Cruising Permit from the Samoa Ports Authority.
  • Mulifanua and Salelologa Ferry Terminals: These ports are primarily used for inter-island ferry services. Entering these terminals with private vessels is only allowed with special permission from the Ministry of Transport.

It’s important to note that all international vessels must first clear customs and immigration at Apia Harbour before proceeding to other anchorages within Samoa. Advance notice of arrival (at least 48 hours) is required, and vessels must comply with all entry regulations set by the Samoa Ports Authority
