2) PANAMA CANAL TRANSIT UPDATE FOR VESSELS UNDER 65 FEET

3rd party  Panama Canal update:
Our boat Lazy Travels, with Ohana and Nutmeg just crossed the Panama Canal from Atlantic to Pacific
Here are the details for how it happened for us:
We were allowed to use 4 line handlers for the entire 3 boat raft. Each boat had a transit advisor provided by the canal.
We were not allowed to use Canal line handlers, we had to find boats to transit with us that in combination would provide us with enough crew for the raft (4 line handlers, 3 captains, and if any children onboard someone separate to look after them. Seriously you need all 4 line handlers to be able to give their undivided attention at all times).
We were also unable to rent lines, fenders or tires to reduce contamination. We had to make sure that we had enough to meet the requirements (4 long lines, plus enough fenders for the raft and canal. Personal recommendation is to have a lot of fenders, and a few big round ones).
It seems like you must use an agent at this time, although we only used one to process our payment and paid a reduced fee ($150 USD, name Roger, organized by Shelter Bay Marina).
Shelter Bay Marina with the help of cruisers themselves organized the measurement of the boats. There is currently an excel spread sheet that lists all boats that want to cross the canal with their information. This is not an official document, but makes it easier to coordinate with all the yachts.
Basically we had to organize our own: measurement, crew, lines and fenders. The most difficult part was finding 3 boats who together meet all the requirements and were ready to cross. 
Our transit advisor said HIS OPINION is that the canal will continue to stay open for small vessels.  I think this is based on need, and how smooth everything went using reduced line handlers.

Serious thank you to all the cruisers and staff at Shelter Bay Marina who basically made this happen.

3) Country Updates

- border closings between USA and Mexico but commercial entry permitted - outbound and inbound vessels still possible
- certain ports are closed or locking down and exit zarpes are issued electronically for a fee via agents if required this
includes Puerto Vallarta and Areas of the Sea of Cortes      
Mexico has implemented temperature-screening measures at all airports and many road checks.  Reduced flights and Capacity.
Passengers with abnormal temperatures and travel to high-risk areas might be subject to additional health screening.

REPORT FROM HUATULCO

A little bit more color on what is occurring in Mexico (from our perspective of being in Huatulco):

  1. There was some slowing of the town a month ago (Cruise ships and tourists stopped coming then) but everything has got much tighter in the last week.
  2. Restaurants, bars, hotels are all closed. Just the supermarkets, gas stations and Oxxo’s are open.
  3. A very few restaurants have switched to take-aways but that is comparatively rare. The city is a ghost town.
  4. The mayor has posted municipal police in road blocks at multiple points across the city, questioning the purpose of any trip.
  5. The airport is now also closed to domestic flights, with the exception of one single flight a week to/from Mexico City.
  6. The Federal Highway remains open but many (if not most) exits are blocked off -  by municipal police in the case of organized towns and by groups of locals (unarmed, so far as we can tell) in the smaller communities – refusing entry to outsiders. That seems to now be the norm, everywhere.
  7. It would therefore now be difficult to get out of here by either air or by road (unless you drive non-stop - you would likely find no hotels on route).  
  8. The “social distancing” thing seems to be misunderstood – not all police wear face masks when they question you (up close). Moreover, these local groups (they can feel more like mobs) blocking roads are congregating in groups of 20, 30 or more, missing the entire point of the lock down.   
  9. The Navy has stationed a vessel at the entrance to the harbor (at least during daylight hours). We haven’t actually seen any boat attempt to leave the harbor (not even one single panga), to know what the navy’s orders are – but we understand the harbor master is instructing vessels not to leave (although we have heard there is an exception for foreign vessels leaving the area or the country but do not have first-hand knowledge on that).
  10. While there seems to be no actual restriction on 3rd party contractors, working on boats, the reality is that many of the local workers voluntarily stopped work. Our mechanic reported that his employees simply abandoned him, some ten days ago, making it hard to continue offering any service.  
  11. On a personal note, we are still working on the rebuild of the engine. Getting the parts across the US: Mexico border was challenging (we had to find someone with an essential job who was authorized to travel in both California and across the border). Nonetheless, provided no new restrictions are implemented, we are hopeful it will be complete within a few weeks / a month max. Provided we successfully get away, we will head to Bara Navidad. Please note, however, that we spoke to Miriam today and she advised that she is not certain she can accommodate us, as the marina is nearly full.

Health Alert – U.S. Embassy San Jose (8 April 2020)

Event: Costa Rica has now confirmed 502 cases of COVID-19 in the country.  Costa Rica today announced that the borders will remain closed to non-citizens and residents until April 30, an extension of the previous closure announcement. 

NOTE:Just to let you know that today (6th April) the Costa Rican government announced that they will keep the border closed until 30th April.

The U.S. Embassy will be closed Thursday April 9 - Monday April 13, due to observance of local holidays.  If you have an emergency requiring Consular assistance, please call 506-2519-2000.

The U.S. Embassy in San Jose and the U.S. State Department have coordinated with United Airlines to offer a commercial flight from Juan Santamaria Airport (SJO) in San Jose, Costa Rica to Houston, Texas (IAH) on Friday, April 17.  The flight will depart SJO at 11:30 am and arrive at IAH at 4:30 pm.  This flight is open to public booking; you are encouraged to book ASAP as seats are limited. 

 
 
We have received reports of social media notices purporting to provide assistance in receiving COVID-19-related checks from the U.S. government.  These notices claim immediate support and contain a link which requests personal information. Do NOT provide personal or financial information to businesses you don’t know or haven’t verified.  For official information regarding economic impact payments, see the websites of the Internal Revenue Service (IRS) and Department of Treasury (DOT).

Pursuant to Administrative Resolution DM-RM-0852-2020, issued by the Ministry of Health on April 2, from April 3 at five in the afternoon and until April 12 at midnight, the marina will be closed to the public.
During this period there are to be no offered services including, but not limited to: issuance of zarpes, issuance of floats plans, repairs, haul out or launches, among others.
After April 12, it is expected to be able to return the Marina to operations and therefore apply the following protocols until the Government declares the state of Emergency ended.
We appreciate your understanding and we ask you to abide by the regulations to avoid sanctions and above all in support of this campaign for the health of all concerned.

Marina Pez Vela is a company and a family, which has always distinguished itself by its solidarity and commitment to the social, cultural and environmental causes of the surrounding community. In the past few weeks and foreseeable future, this general commitment also must include meeting the standards of prevention and containment of the global pandemic known as COVID-19. The project not only has a commitment to the health and security of our clients, contractors and staff, whom we care for in all aspects, but also to fulfilling our National Responsibilities as a Marine Concession.  Our concession requires that  we must comply with a series of general provisions, legal parameters old and new, such as those established on March 10, 2020 by the Executive Decree number 42221-MP_S  as well as the National Law on Emergencies and Risk Prevention, Law 8488 of November 22, 2006, both of which outline our legal responsibility to support in the prevention of pandemics and any other health risks, and specifically in reducing the contagion curve of COVID-19.
Therefore, we respectfully request and urge you to take the following steps:
- Minimize and avoid, if possible, the use of your boats for unnecessary purposes, and that the boat remains docked to your respective slip or dry dock (as the case may be). These measures of limited use have been suggested by the Costa Rican Health Ministry in relation to asking everyone to stay home so that the presence of the workers, captain or owners of the boat is only for the purposes of required maintenance, care, and security.

- For all boats that are for private, recreational use: In the event that you are required to navigate due to an emergency, required maintenance, provisioning, or other reason that is of absolute necessity, all navigation must  be done  in accordance with the float plan.  Boat capacity will be restricted to half the normal number of people (including captain and crew) No navigation plans will be authorized to any other port of landing or marina as a point of arrival, except in cases of emergency.

- Always request your due Float Plan at the main office, in the event you are stopped by the Coast Guard, it is important for them to know what your port of Origin is.

- We urge vessels that maintain their operations within the marina (tourist fishing vessels, catamarans, diving vessels) to minimize their operations for a reasonable period, until the authorities remove the national alert and restrictions. Also, please abide by the rules of distance between one person and another to avoid potential exposure to one another, and decrease the number of guests, clients or persons on board by at least 50 percent of the boat's capacity.

- Extreme basic hygiene measures inside your boats should be taken, insuring that any and all aboard can wash with antibacterial soap, alcohol gel, disposable paper towels, and trash cans with lids for disposal.

- In the case of vessels that are under temporary importation, have the National Zarpe issued by the Port Captain Office.

- Additionally, we urge all clients and visitors, workers or collaborators of the Marina to rationally use public services, especially water, since this is a resource that is of utmost importance for sanitary reasons and is already being rationed in many parts of Costa Rica.

- As a Marina, we cannot deny the use of your boats, however, we urge you to stay at home to avoid the spread of the virus.

ADVISORY TO SHIPPING No. A-14-2020
TO :
SUBJECT: Temporary Procedures for Small Craft Transits during COVID-19 Pandemic
Due to the current outbreak of Coronavirus (COVID-19) in the Republic of Panama and around the world, through the Ministry of Health (MINSA), the Panamanian government has imposed a total quarantine in the Republic of Panama. Consequently, the Panama Canal Authority (ACP) deems it necessary to implement strict measures to reduce the exposure to COVID-19 and protect the health of its employees, the Panamanian people, as well as vessels’ personnel, in order to prevent further spread of the virus. Therefore, the following procedures will be implemented for all small craft below 20 m (65 feet) in length overall (LOA) effective April 09, 2020:
1. Upon arrival at Balboa Anchorage or Cristobal Breakwater, the small craft shall contact the corresponding signal station announcing its arrival and requesting anchoring instructions, if applicable.
2. All crew and passengers arriving in Canal waters on board pleasure yachts are required to remain aboard under observation and surveillance by Panamanian authorities for a period of not less than 14 calendar days, regardless of port of origin or amount of days at sea.
3. Uponcompletionofthis14dayperiod,theywillbeevaluatedbytheMinistryofHealth (MINSA) to determine if there is any risk of contagion. Likewise, the master/skipper shall report to Canal and Panamanian health authorities if any passenger or crewmember on board shows virus-related symptoms or any other sickness.
4. In order for personnel on board to properly maintain quarantine, all transit arrangements shall be made by a representative ashore, such as a local agent or the corresponding marina where the small craft is anchored or moored.
5. The small craft representative shall call the ACP Admeasurement Unit (tel. 272-4577) in order to provide all the required information.
6. Inaddition,thesmallcraftrepresentativeshallsendtoNTOT-AS@pancanal.comthe following information:
- Yacht SIN number, name, flag, length (m), beam (m), arrival date confirmation (provided by the representative or the marina)
- Arrival crew list
- Yacht’s register
- Profile picture of the yacht
- Signed Release form
- Completed Handline Lockage Request form
- Copy of all crew passports
7. Theagentorrepresentativeshallmakearrangementsforplacementofthetransit guarantee, or payment in cash, which shall include tolls and other maritime services, as well as the buffer.
8. Once the guarantee has been confirmed, the representative or marina shall call the ACP vessel scheduler, at 272-4202 to coordinate their transit date.
9. In addition to the master/skipper, the small craft shall have at least four line handlers available, as required by ACP regulations. These linehandlers must have already been on board the small craft during the quarantine period mentioned in (2) above.
10.All other transit requirements remain the same and are available at:

11.On the day of transit, only the ACP transit advisor will board the small craft and disembark once his assignment has been completed. Only ACP personnel will be permitted to board or disembark the small craft.

8) Update departure from Panama , Shelter Bay Marina - to Twinn Dolphin Marina Bradenton, Florida

Tuesday morning we initiated exit paperwork from Panama with SV Litha(also Seattle flagged).
( we had pre-prepped for this push)
Our plan- get our exit paperwork from Panama and sail to Florida.
Step 1.  Quarantined in place minimum of 14 days at Shelter Bay Marina. We did not leave the Marina premises. Although we did walk around the Marina using social distancing protocols.
Step 2. After the quarantine period, Marina manager requested and received a health certificate from the government.
Paraphrasing- it states we have been in a supervised quarantine at SBM in our named vessel, with no c-19 symptoms at any time or at present.
Step 3 - obtain a Zarpe, which required the health certificate.  To get the Zarpe we were in a bit of a quandary. The Colon Port Captain said we needed to go to Colon to obtain the Zarpe. We did not want violate the quarantine so took that option off the table.
Since we had transited the canal, we had an agent Erick Galvez who had all our paperwork. We had previously contacted Erick and he said he couldn’t help us. The port captain suggested that Erick could use a VUMPA ( not sure but this appears to be an electronic request for Zarpe from a system canal agents have access to) Anyway, agent still claimed it was a two day process including a trip to Flamenco. After some additional inquiries and gentle proding and providing all paperwork again and the new health certificate. We received a Zarpe electronically.
Step 4.  Print your Zarpe and present it to immigration. Fortunately SBM has an immigration office and again the SBM marina manager was a hero and requested that immigration return to the office for a second time in the same day to stamp our passports with the marine exit stamp.
Step 5. Now armed with our paperwork and an extra copy in case we are stopped by Aeronaval or other CG entity. Again JuanJo went to discuss our exit with the aeronaval station watch ( at the entrance to SBM) and advised that 2 vessels would be departing the marina and exiting the Canal Zone breakwater. ( there was a patrol at the canal/colon breakwater)
Step6. Execute the departure from the breakwater and head North. ( this was Tuesday 3/31 mid afternoon).

We are grateful and indebted for all the help from JuanJo at SBM for helping Blue Oasis and Litha get out of Panamá officially in one day.

Next Chapter the sail North, Blue Oasis covered 600nm to Grand Cayman arriving last evening 4/4 .
This was our personal longest non-stop double hand. But wait there is more.

Port of Caymans is closed for clearance. We knew this but they are providing fuel to private vessels in transit. The very nice port security also asked if we needled groceries. Barry plans to ask for Beer, Rum and ice!

Of course today is Sunday, no fuel til tomorrow morning Monday.
We plan to top up and proceed to the Yucatán straits then arc north on the gulf loop current towards Tampa. Next update in about a week.  1400nm 11 nights 12 days at sea. Shelter Bay Marina Panama to Twinn Dolphin Marina Bradenton Florida. Amazing weather windows, nothing significant broke! All our repairs held. We carry 90gal diesel(including Jerry cans) sip it at 1 1/3 gal/ hour. Topped up fuel in Grand Cayman (closed port, but port captain was happy to have us hang on a mooring ball overnight and as long as we stayed on leave our vessel,Saturday the 4th) no fuel on Sunday. Saturday we scrapped our bottom free of barnacles from 5 weeks at SBM.

Monday the 6th we topped up. After a good mix of wind and current between Colon and Grand Cayman,600nm, there was only 4-5 knots directly behind us up to the Yukatan straits. Motor on. So we wanted to make sure we had enough fuel to cross the Gulf of Mexico if the wind continued to be uncooperative.
We swung into Isla Mujeres for literally a 1 hour stop at the fuel dock. Our great buddy boat Bonzai arranged for us to get fuel (va & ven) and few much appreciated fresh fruits and veg.

From Isla Mujeres we caught the emerging Gulf Stream North into the deep part of the Gulf. 10 hour spinnaker run, followed by a fast 13 hour reach. Almost 24 hours with no engine at all. Tremendous. Due to a cold front from south US we angled to Ft Meyers, to foot the knock. We were 3nm from the coast waiting for the knock.... 1am Saturday, there it was , like we ordered it. The wind clocked right around to the North to North East off shore. Tack to the Mark!!!! The rest of the night was a beautiful off shore sail 15-20 app Kts, close reach, with the din of USA starboard. Sunrise over longboat key! We made it!

Quarantine and Clearing Procedures

FLAG PROTOCOL

Usually one Q (YELLOW) flag when requesting clearance(‘My vessel is “healthy” and I request free pratique’ – flown until free pratique granted)or two Q flags or Q+repeat when in quarantine(‘I require health clearance’ – again flown until health clearance/pratique granted).

On a sailing vessel the Q FLAG is flown on the starboard spreader under visiting countries ensign which shall always be flown higher out of respect .The courtesy Ensign has the superior position on the Starboard Crosstrees.

Certain jurisdictions may require/request additional/alternate flags be flown, so it is handy to have a full set of flags aboard. It is suggested that captains obtain extra or heavy duty Q flags as it may be required to fly them for an extended period if in quarantine: the typical off the shelf Q flags are not designed for extended use.(The international code of signals can be downloaded from https://msi.nga.mil/Publications/ICOS to learn other flags signals and uses.)


PLANNING AHEAD DURING EPIDEMICS

As countries lift – reinstate – ease or tighten quarantine and travel restrictions for private yachts,  associated marinas, marine service businesses will also be affected and need to establish a common protocol.

1) EXITING A COUNTRY ON A PRIVATE VESSEL

If you are able get a viable test for you and the crew and enter this test into your vessel’s log book as a official ships record -Record each crew member’s temperature date and time and location and take a picture of the crew member with the thermometer and publish it into the LINE group for and additional witnesses and digital log and  time stamp !

Save your test results into a physical and a digital folder ( google / dropbox a.m.o. will allow you to share those docks with others so it’s a good choice )

2) ENTERING A COUNTRY FROM THE HIGH SEAS

Notify Country of intentions via email ahead of time or logged phone call and write it in your ships log

 

If you have been at seas for over 14 days and can prove it ( GPS track and logbook ) upon arrival in a new country you must comply with the clearing in procedures

During a epidemic countries will designate your entry to a Quarantine area such as a Q dock or Q anchorage or Q dock within a marina.

It is your responsibility to comply with these rules and be sensitive to changes to these rule sets on a moments notice.

3) ENTERING A COUNTRY FROM ANOTHER COASTAL COUNTRY or ADJACENT NEARBY MARITIME AREA 

Please check with official government website for the country you are visiting, to ensure:

  1. If a health screening is needed prior to your departure (or be aware that a screening is to be expected at your arrival).
  2. If a negative covid test is needed prior to your arrival AND if it needs to be within a certain time frame. i.e.  A person must get and receive a negative Covid test within 10 days of arrival to new destination. (Currently, the Bahamas requires a negative test with 10 days of arrival)
  3. Make sure your country of origin/passport is accepted for entry. Countries are imposing ongoing regulations and restrictions on visitors and your country of origin may not be allowed for clearing in. Please contact ports ahead of time for possible exceptions if persons/crew on a boat are of differing origin; if one origin is “banned” and another is “not banned”.

 

4) MOVING AROUND A COUNTRY WITHIN THE SAME MARITIME AREAS AS A FOREIGN FLAGGED VESSEL 

Please adhere to local guidelines and follow best practices – if clearing in and out with port captains is required establish an electronic methodology

Reduce your interaction in with individuals, wear masks, practice social distancing and adhere to local guidelines whenever possible.Upon returning to your vessel wash your hands and clean any documents.

5) APPROACHING A MARINA, YACHT CLUB or FUEL DOCK

Enhanced cleaning practices – expected at MarinasMake contact with facility via VHF email or Phone callsProvide documentation, id’s and payment electronically ahead of time

VesselPut on face-masks and post  maneuvers wash your hands

Gloves are not needed, just after you touch a foreign/outside object be sure to use alcohol Gel disinfectant and/or wash your hands. 

 

6) MARINA STAFF ASSISTING VESSELS AT THE DOCK

As a best practice, employees assisting at the dock should maintain social distancing while in phase one of reopeningguidance.

• Instruct your dock hand to maintain a 6ft distance when possible• Require your dock hand to have a face-covering available (bandana, cloth mask, N95 mask, or other)• Instruct dock hands to wash their hands often and not to touch their face. THE CENTER FOR DISEASE CONTROL CDC has issued guidance relatedto cleaning and disinfecting community facilities i.e. Marinas. Additionally, the CDC has provided a list of products that are bestsuited for killing the virus. 

It is important to note that Marinas deploy enhanced cleaning procedures and adhere to worker protection and provide training to the staff.Marina Staff Training must include a review of when Personal ProtectiveEquipment (PPE) is required, what PPE is necessary, and how to put on, take off, and properly dispose of PPE

 • Office areas: OSHA’s Blood Borne Pathogen Standard— desktops, phones, computers, chairs, door handles• Ship store: door handles, countertops, phones, computers• Docks: gates, PIN pads, card readers, handles• Fuel dock: fuel pump nozzle, PIN pads

As a best practice, while under stay-at-home orders, yards at marinas and yacht clubs should remain secure so thatadmittance can be monitored by the owners/operators. In the event a vessel owner or other persons wish to accesstheir vessel, they should be cautioned about social distancing and monitored to ensure no groups form.This is important to protect your employees as well. Follow any local stay-at-home orders.As different states lift stay-at-home orders and relieve restrictions on businesses, these guidelines will change. It isbest to think about how Marina operations will change as restrictions lift.

SHARED SHOWERS and BATHROOMS: things to consider

    •  Ventilation: are there windows that are/can be opened during for increased airflow.
    • Identify How often it’s being cleaned and when the last tiem was
    • Quantity of toilets/showers in an enclosed space and high/low traffic of people using such facilities 

BATHROOMS

POOLS

    • Generally safe so long as pools are properly maintained with chlorine.
    • Chlorine kills bacteria and viruses.
    • Keep at least 6 feet away from others in a pool.
    • Extra precautionary: don’t submerge head underwater if you are unsure about proper chlorine maintenance and take a shower after visiting pool. 

ICE

    • Not recommended if you have to scoop your own ice from an icebox.
    • If push button ice machine available, use disinfectant after touching button, clean base of bucket, and wash hands once home. 

 

LAUNDRY ROOM

    • Wear a mask when going indoors, wash/disinfect hands after handling money/coins, public facilities,
    • Get fresh air during laundry washing/drying.
    • If you paid for laundry services: place laundry bag with clean clothes on a towel or designated area in your boat that can be disinfected and wait (up to 3 days) to put laundry away or until we know exactly how long the virus survives on clothing. 

 

CRUISERS LOUNGES

    • Wear a mask, social distance, airflow?, and try to limit quantity of time spent in an enclosed area of its being shared with others. 

7) FUEL DOCK OPERATIONS

  • Fuel docks   should maintain social distancing while in phase one of the reopening guidance.
  • Fuel dock operations will require a payment process that limits interaction.
  • Some marinas have implemented a pay-by-phone policy to limit close interaction.
  • Some marinas have implemented self-serve fueling with supervision from the ship store or fuel dock office.
  • In full serve operations, employees should remain socially distant from customers, use appropriate PPE, and wash hands or use hand sanitizer at the end of each transaction.
  • A similar procedure may be implemented for pump out operations

 

 

8) BOAT SERVICES

  • These are some guidelines to follow when performing boat service.
  • Technicians can work solo on a unit without the customer or others nearby.
  • If a technician needs physical help completing a task, other dealership team members can wear disposable gloves and N95 face masks to protect both employees.
  • All work spaces should be cleaned and disinfected before and after an employee performs service.
  • Technicians should use their own bins or carts to move parts and tools to and from the boat.
  • If an employee is finished using a cart, then it and any tools used should be disinfected.
  • Communicate with the customer using technology rather than in-person conversations—i.e.,
    • Emails
    • SMS, TXT, MMS messages
    • Phone calls
    • VHF Working Channel
    • Video voice or messaging apps such as
      • Whataspp
      • LINE
      • Skype
      • Zoom
      • Messenger
      • FaceTime

9) DELIVERIES OF PROVISIONS /  PROPANE / PARTS / PACKAGES

  • Have delivery placed outside your boat or in a designated area of your boat. 
  • If someone is assisting you with placing something inside your boat like batteries, be sure they take off their shoes, wear a mask, and offer disinfectant hand gel before entering. 
  • Leave packaging such as cardboard boxes outside your boat
  • Wash hands with soap/water immediately after handling outside packages, parts, propane.

Extra precautionary measures: use disinfectant wipes to clean outside surfaces before bringing them back onto your boat; i.e. plastic food packages, parts, tools. Wash fruits and veggies before storing them on your boat. 

10) FRIENDLY FELLOW PANAMA POSSE OR OTHER BOATERS ON THE DOCKS OR ON THEIR VESSELS

Assisting vessels at the dock. Good to VHF radio whether or not you want help  on the Marina VHF or local net channel

Wear a mask when approaching the dock or helping a vessel dock

Guatemala has published update to entry guidelines by land and sea. Effective January 3. Must be fully vaccinated 14 days before entry. Under 12 exempt. Antigen or PCR no more than 72 hrs prior to entry checkpoint. Under 10 exempt. Notice posted by Guatemalan Tourism Board and Ministry of Health Hope this is helpful to others.

  • 🇬🇹 GUATEMALA – OPEN  Guatemala has updated their official government entry requirements to now allow tourists to enter restriction-free if they can present evidence that they have received 2 full doses.The last dose must have been administered no less than 2 weeks prior to the date of travel.
  •  Here is what is required and the alternatives.
    To enter Guatemala by boat you need a PCR test that was taken within 72 hours of the time that you departed your last port. They will assume that you have remained on board since that departure and have therefore not been exposed since the test was taken. Your Zarpe will establish the date of departure so the PCR must be no mre than 72 hours before the date of the Zarpe. In the case of those comeing from the US where Zarpe’s are not reoutinly provided, you should either get some varification from the Coast Guard or other source validating your date and time of departure.
    For those who arrive in Livingston without a PCR test, you have two options. You can take a PCR test in Livingston or you can agree to 15 days quarantine.

     We are making inquiries to clarify that question but for now everyone should proceed with the understanding that only a PCR is acceptable.

    As you approach Livingston you can notify authorities that you are heading for Nana Juana Marina which is a government approved Marina during Covid

    Guatemala has updated their official government entry requirements to now allow tourists to enter restriction-free if they can present evidence that they have received 2 full doses.

“Changes to COVID protocols for entry to El Salvador by sea.

If you received a COVID vaccination you may now enter El Salvador by showing proof of vaccination. If the vaccination is the two-dose type you must present proof of receiving both doses.

For all others you must present either a negative PCR-RT, LAMP, or NAAT test. You must arrive withing 72-hours of receiving the test results.

Here is the arrival protocol for boats coming to Bahia del Sol: You must arrive with a negative COVID-19 PCR-RT test within 72 hours of receiving the results. From some ports it will be impossible to comply but, from Chiapas and Puesta del Sol, Nicaguara you can do it within the time limit. It will take strong organizational skills to receive the test and check out in order to make it to Bahia in time.
Normal passage time from Chiapas is 42 hours and Puesta del Sol about 26 hours. We are sure the harbormasters in Marina Chiapas and Puesta del Sol will work with you.

Entry and Exit Requirements:

Are U.S. citizens permitted to enter?  Yes.

The Government of El Salvador reopened the International Airport on September 19 with enhanced health protocols, which may include but not be limited to requiring the wearing of a mask at all times, maintaining social distancing, and temperature checks. For more information regarding the reopening of the airport and the measures that will be implemented, please consult the website of the Comisión Ejecutiva Portuaria Autónoma (CEPA).

There are no exit restrictions in place.

Is a negative COVID-19 test (PCR and/or serology) required for entry? Yes. The government of El Salvador is requiring all airlines to obtain an original negative PCR test result issued within 72 hours of departure for all international passengers prior to allowing them to board. It is very important that you consult with your airline for full details prior to attempting to travel.

U.S. citizens are required to present an original negative PCR test result issued within 72 hours of entering El Salvador at any point of entry.

The El Salvador health department just released a requirement for all persons arriving by air must have a PCR Covid-19 test (negative) within 72 hours before arrival.

The Government of Honduras has reported 71,616 confirmed cases of COVID-19 within its borders and 2,184 COVID-19 related deaths as of September 20, 2020.
The public health system has limited capacity for handling severe/critical cases of COVID-19.
The Honduran government announced the resumption of domestic flights on Monday, August 10, 2020 and international flights on Monday, August 17, 2020. Travelers should communicate directly with individual air carriers to confirm flight options.

The Government of Honduras extended the National Curfew until Sunday, October 4 at 11:00 p.m. The circulation schedule has been expanded to allow for more frequent trips outside the home.

Shopping and essential activities will be allowed daily from 6:00 a.m. to 8:00 p.m. according to the last digit of an individual’s national identity card or passport number for non-Honduran citizens.

COSTA RICA ENTRY UPDATES
As of August 1, 2021, all tourists under 18 years of age can enter the country without a travel policy.
As of August 1, 2021, all tourists who are fully vaccinated against COVID-19 and inoculated with Moderna, Pfizer-BioNTech, AstraZeneca or Johnson & Johnson can enter the country without a travel policy. The last dose of the vaccine must have been applied at least 14 days before arrival in Costa Rica.
Vaccinated tourists must attach the vaccination certificate to the Health Pass. As proof, vaccination certificates and vaccination cards that contain at least the following information will be accepted:
1. Name of the person who received the vaccine
2. Date of each dose
3. Pharmaceutical house

    The Minister of Tourism, Gustavo Segura, indicated that the measure will take effect on October 26, shortly before Costa Rica opens its air borders for all countries in the world on November 1.
    The country began a gradual opening of air borders in August after the total closure of borders in March, when the first cases of the coronavirus were detected.
    “As of Monday, October 26, Costa Rica eliminates the requirement of a negative PCR test for both foreign tourists and Costa Ricans,” Segura said at a press conference.
    The minister called on tourism companies to be “very careful” in the application of the protocols to contain the spread of Covid-19.
    “The sustainability of this measure depends a lot on the evolution of the pandemic,” Segura said.
    The Central American country will maintain its requirement that visitors purchase health insurance to cover medical care and unexpected lodging expenses due to the pandemic.
    “These measures help to recover jobs, which is so important throughout the country, but especially on the coasts,” Segura said. The coastal regions have been hard-hit by unemployment, which nationally has surpassed 23%.
    Segura cited an October 9 publication from the World Health Organization (WHO) that deemed unnecessary the requiring of Covid-19 testing for international travel.
    Costa Rica, which has received more than 3 million tourists annually in recent years, expects at least half a million visitors in the high season that runs from mid-November to March.
    Tourism is one of the engines of the Costa Rican economy, which contributes around 10% of GDP and generated 600,000 direct and indirect jobs before the pandemic.
    Requirements to enter Costa Rica
    As of November 1, Costa Rica will re-open its air border to all countries in the world as long as travelers meet visa requirements (if applicable) as well as the requirements established in the framework of the pandemic.
    Until November 1, only visitors from authorized countries and states are permitted. Visitors from the U.S. must show — via a driver’s license or State ID — that they live in an authorized state. Click here for a list of authorized states and countries.

Tourists must purchase travel insurance that covers accommodation in case of quarantine and medical expenses due to COVID-19. This policy can be international or purchased from Costa Rican insurers.Two Costa Rican companies sell pre-approved travel insurance plans: The National Insurance Institute (INS) and Sagicor. This means their policies are guaranteed to be accepted when you enter Costa Rica.Tourists opting for a foreign policy must demonstrate proof (in English or Spanish) that their policy:    Is valid throughout the planned visit to Costa Rica.

U.S. tourists from the list of authorized states can enter Costa Rica via a flight from an authorized state with a layover in a non-authorized state or country.  (For example, a Colorado resident can fly from Denver to Houston to Costa Rica, as long as they do not exit the airport in Houston.). However, the layover in the non-authorized state cannot last longer than 18 hours and the U.S. tourist must not exit the airport during the layover.
U.S. Citizens from any state who meet Ministry of Health criteria are able to enter Costa Rica on commercial flights from designated international flight departure points.  However, they must demonstrate they have remained at that designated departure point for 14 days prior to their flight.
U.S. citizens with permanent or temporary Costa Rican residency may enter Costa Rica via air regardless of where they are coming from and must present the following documentation: 1) passport, 2) Valid DIMEX, 3) evidence Caja payments are up to date for each person entering, and 4) a completed Health Pass (Pase de Salud).  U.S. citizens with residency in Costa Rica who are not up to date with Caja payments will still be allowed to enter, but will be required to become up to date with all payments within 22 days.  Persons in this category must also purchase health insurance to cover the cost of any COVID-19 treatment or lodging for the 22 day grace period.  U.S. citizens with permanent or temporary Costa Rican residency must complete a 14-day quarantine.  However, the quarantine is waived if 1) arriving from one of the designated departure points, 2) have proof of stay for the past 14 days at that departure point, and 3) carry a negative COVID-19 test (PCR-RT) taken no more than 72 hours prior to their flight to Costa Rica.TO GET COviD INSURANCE VISIT https://www.ins-cr.com/WE just bought through the website. Panama announced on Wednesday, May 19, the temporary closure of its border with Colombia, hours after the neighboring country reopened the land, river, and sea borders that it had been closed for more than a year due to the pandemic.

“The Republic of Panama expresses its concern regarding the decision of the Government of the Republic of Colombia, contained in the Resolution of the Ministry of the Interior 0667 of May 19, 2021, by which they determine the opening of maritime, land, and river crossings on the common border,” said a statement by the Panamanian Foreign Ministry.

 According to the Ministry, this measure puts at risk “the significant progress made by all Panamanians to control the Covi-19 pandemic, as well as border security and control of the migratory flow. It indicated that it has been determined to temporarily suspend the entry into the national territory, by land, sea and river, of all persons from Colombia, as of May 20, 2021.

On September 23, the Government of Panama extended the suspension of international commercial passenger flights for an additional 19 days through October 11.  The previous exceptions for cargo, humanitarian, medical supplies, medical evacuation, and vaccines remain in place. On August 25, the Government of Panama announced plans to reduce movement restrictions and open up additional economic sectors, starting on September 7.  The plan is conditional upon meeting certain criteria regarding the control of the COVID-19 pandemic in Panama.  For additional details about the plan, visit the website of the Ministry of the Presidency. Those arriving without valid negative tests for all onboard will need to stay anchored (at designated small vessel anchorage) until tests are completed onboard, arranged through your nominated maritime agent. Before sailing to Cartagena, Colombia, a Maritime agency must be contacted (and terms agreed) and you will then be issued with an arrival security number. The ‘on-arrival’ Covid-19  test onboard (via Agencies such as  White Light, Alasmar, Logimar) is usually less than 50 USD per person. If all are negative you may then go ashore. New maritime restrictions were announced by the Port Captain’s office in response to this week’s Covid-19 mayoral decree. Currently, there are no new restrictions to anchoring but hours of navigation are restricted to 08:00 to 14:00 hours.

As of March 1, no travel authorizations or traveler quarantines will be necessary to clear in to Jamaica, but a negative COVID test will be required 72 hours prior to entry. All residents of the United States of America (USA), Brazil, Dominican Republic or Mexico who are 12 years of age or over, are required to obtain and upload a COVID-19 PCR test result for travel authorization approval.

Tests must be done by a medical laboratory that has College of American Pathologists (CAP) accreditation, a Clinical Laboratory Improvement Amendments (CLIA) registration, or ISO 15189 certification.
The date of the sample collection must be less than 10 days from the travel date to Jamaica. Example: For a travel date of August 20, the earliest the test sample may be collected is August 11. Use the Test Date Calculator.

The Cayman Islands government provides daily updates regarding COVID-19 on their COVID-19 website.
Currently, several restrictions on travel and large gatherings are in place. Some have recently been eased.

Entry and Exit Requirements:

The Government of Honduras has reported 71,616 confirmed cases of COVID-19 within its borders and 2,184 COVID-19 related deaths as of September 20, 2020.
The public health system has limited capacity for handling severe/critical cases of COVID-19.
The Honduran government announced the resumption of domestic flights on Monday, August 10, 2020 and international flights on Monday, August 17, 2020. Travelers should communicate directly with individual air carriers to confirm flight options.

The Government of Honduras extended the National Curfew until Sunday, October 4 at 11:00 p.m. The circulation schedule has been expanded to allow for more frequent trips outside the home.

Shopping and essential activities will be allowed daily from 6:00 a.m. to 8:00 p.m. according to the last digit of an individual’s national identity card or passport number for non-Honduran citizens.

ROATAN requires PCR TEST or 14 day quarantine

NO QUARANTINE OR PCR TEST IF YOU HAVE HAD 2 VACCINE DOSE 1 AND 2 and can proof it and last inoculation took place 2 weeks prior to travel
 Here is what is required and the alternatives.
To enter Guatemala by boat you need a PCR test that was taken within 72 hours of the time that you departed your last port. They will assume that you have remained on board since that departure and have therefore not been exposed since the test was taken. Your Zarpe will establish the date of departure so the PCR must be no mre than 72 hours before the date of the Zarpe. In the case of those comeing from the US where Zarpe’s are not reoutinly provided, you should either get some varification from the Coast Guard or other source validating your date and time of departure.
For those who arrive in Livingston without a PCR test, you have two options. You can take a PCR test in Livingston or you can agree to 15 days quarantine.

 We are making inquiries to clarify that question but for now everyone should proceed with the understanding that only a PCR is acceptable.

As you approach Livingston you can notify authorities that you are heading for Nana Juana Marina which is a government approved Marina during Covid

HAPPY NEW YEAR!!!

Vessels are allowed into our country for the purposes of cargo and pleasure only. Kindly fill out the Notice of Arrival (NOA) form and email to us 24hrs prior to arrival. A part of our requirements is that each crew member/passenger take a Covid-19 test at least 72-48 hrs prior to arriving in Belize. If you’re voyage takes more than 3 days before you arrive in Belize, you must notify the authorities whether or not you stopped at any another port of entry before arriving in Belize. Upon arrival you must present copies of your registration for the vessel, clearance from last port, crew list from last port, your passports (to Immigration) and your Covid tests (to Health Officer). You have the option of using a shipping agent or you must submit the above documents on your own.

You will need 5 copies of Vessel Registration, 5 copies of Crew List, 5 copies of Clearance from last port. You will need to email the NOA to the BPA San Pedro Office (belizeportauthoritysanpedro@portauthority.bz) so they can arrange for the boarding party in advance.

Belize has officially reopened its maritime borders for yachting tourism. The authorized maritime ports of entry will be San Pedro, Belize City and Placencia.

The reopening has been approved under the following conditions:

A licensed shipping agent is required for the vessel to enter; only shipping agents with special licenses are authorized to deal with these non-commercial vessels and are authorized to charge a set tariff of no more than $150 for their service
Notice to enter must be made at least 72 hours prior to arrival
The yacht’s crew and passengers must show proof of a negative COVID-19 test upon entry. Both PCR (taken within 72 hours of arrival) and rapid antigen (taken within 48 hours of arrival) tests are accepted.

The Belize Port Authority, the regulatory agency for Belize’s maritime borders, said in an announcement that it’s confident that yachting tourism can be carried out safely by following approved local and international health guidelines along with established boarding procedures and protocols.

Yachting tourism in Belize is a niche market with tremendous potential for further growth, the Belize Tourism Board said. COVID-19 has caused many families to rethink travel and yachting tourism allows for families to vacation safely within a “bubble.” Belize’s pristine waters and tropical climate offer the ideal setting for yachting vacations where visitors can enjoy fishing, snorkeling, diving and many other attractions safely.

Any traveler is permitted to visit Belize at this time. All travelers, however, must download the Belize Health App and input the required information no more than 72 hours prior to landing in Belize. Additional requirements are enforced for those traveling by air and staying on land.

Besides that our two districts adjacent to Mexico have been cut off from the rest of the country and neither is inter-district traveling permitted within those districts, all in an effort to contain the numbers.

Good news! A pre-departure Covid test is not required for sailors coming to Cuba. Even better news is that we do not have to be in quarantine until the second test results are back because there is no longer a 5th day test required.
You will however be tested at the customs dock upon arrival and after you have completed your entry formalities you will be required to stay onboard at your assigned slip until the test result is returned. The test is very thorough both a nasal and oral swab are taken.
We slid sideways into Marina Hemingway this afternoon in a 22knot and gusting higher easterly with a 4’ breaking chop.
The information about the Covid tests is current as of 4/13.
  • Incoming travelers will be given a polymerase chain reaction (PCR) test upon arrival.  They are then required to self-isolate.  On day five of isolation, they will be required to undergo a second PCR test.
  • Authorities may isolate individuals arriving from COVID-19 high-risk countries, or those exhibiting symptoms similar to COVID-19, as well as require evaluation at a local hospital or clinic.  Those testing positive for COVID-19 will be taken to a government-run hospital for further testing/treatment.

Con esta nueva apertura, Marina Hemingway se suma a Marina Gaviota Varadero, ambas en el norte de Cuba, y a Marina Marlin Santiago de Cuba, Marina Marlin Cayo Largo del Sur y Marina Marlin Cienfuegos, en el sur de la isla, al recibimiento de embarcaciones de recreo extranjeras.

PROTOCOLO EPIDEMIOLÓGICO A EMBARCACIONES EXTRANJERAS QUE LLEGAN A LAS MARINAS CUBANAS
Antes de llegar una embarcación, procedente de otro país, a una marina internacional cubana, el Dock Master pregunta al capitán por el estado de salud de la tripulación, quien debe informar si hay algún tripulante enfermo o están todos saludables.
Una vez que la embarcación llega a una marina, se hace un interrogatorio al capitán y a los tripulantes. A todos los miembros de la tripulación se les toma la temperatura y se les hace la prueba de la Covid-19 (PCR). El PCR demora de 24 a 48 horas. Si algún tripulante tiene síntomas respiratorios o subjetivos de la Covid-19, es hospitalizado. La embarcación y el resto de la tripulación queda en cuarentena hasta que estén los resultados de la prueba. Si el enfermo da positivo a la prueba de la Covid-19; queda hospitalizado y el resto de la tripulación es trasladado a un centro de aislamiento.
La tripulación sana, a la que se le dio entrada a la marina, tiene que permanecer a bordo de la embarcación hasta que se tengan los resultados de la prueba de la Covid-19. Si los PCR son negativos para todos los tripulantes, cada uno tiene que informar donde permanecerá, para vigilancia epidemiológica. Para esta vigilancia epidemiológica se cuentan los 10 días a partir de la fecha de salida del último puerto o marina donde estuvo.

We gladly inform our members and those of the international nautical community from the headquarters of the Hemingway International Yacht Club of Cuba that Marina Hemingway has been open to the arrival of foreign pleasure boats.
With this new opening, Marina Hemingway joins Marina Gaviota Varadero, both in the north of Cuba, and Marina Marlin Santiago de Cuba, Marina Marlin Cayo Largo del Sur and Marina Marlin Cienfuegos, in the south of the island, in welcoming foreign pleasure boats.
The Hemingway International Yacht Club of Cuba,, SANCTUARY of love for the sea and friendship between people who love the sea and BASTIÓN in defense and rescue of Cuban history and nautical traditions, will feel very happy and honored to receive back in its headquarters to its members and those of the international nautical community.
EPIDEMIOLOGICAL PROTOCOL FOR FOREIGN VESSELS ARRIVING TO THE CUBAN MARINAS
Before arriving a boat, coming from another country, to a Cuban international marina, the Dock Master asks the captain about the health of the crew, who must inform if there are any sick crew members or if they are all healthy.
Once the vessel reaches a marina, the captain and crew are questioned. All crew members have their temperatures taken and tested for Covid-19 (PCR). The result of the PCR takes 24 to 48 hours. If any crew member has respiratory or subjective symptoms of Covid-19, he is hospitalized. The boat and the rest of the crew will be in quarantine until the results of the test are available. If the patient tests positive for Covid-19; he is hospitalized and the rest of the crew is transferred to an isolation center.
The healthy crew, who were admitted to the marina, have to remain on board the vessel until the results of the Covid-19 test are available. If the PCR are negative for all crew members, each one has to inform where they will stay, for epidemiological surveillance. For this epidemiological surveillance, the 10 days are counted from the date of departure from the last port or marina where they were.

Good news Havana Airport reopens to international traffic starting Nov 10. There aren’t many scheduled flights as yet, but the airlines such as Condor and Air France are getting ready.

No word on Southwest or American out of Florida at this time.

International arrivals however are not yet permitted. The hold up is finalizing the Covid testing protocols for foreign arrivals. Progress is being made and good news should follow shortly.

Just announced on Mesa Rendondo by the Minister of Tourism Cuban marinas will open to international arrivals on October 19. What is not clear is the status of Marina Hemingway in Havana but we will dig out the facts ASAP. It is a surprising reversal but welcomed nevertheless.we can get our Cuba on once again!

Effective immediately the 5th day post arrival test has been eliminated for all travelers regardless of vaccination status.
A negative rapid antigen or PCR test taken within 72 hours of travel is still required for vaccinated travelers to obtain a health travel visa for entering the Bahamas. A negative PCR test taken with 72 hours of travel is required for unvaccinated travelers to obtain a health travel visa for entering the Bahamas.
Unvaccinated travelers will also be required to submit a daily health questionnaire for 14 days post arrival.

VACCINATED TRAVELLERS

Effective 27 December 2021, fully vaccinated persons travelling to The Bahamas from other countries will be required to obtain a negative COVID-19 test (either a Rapid Antigen Test or RT-PCR Test —including PCR, NAA, NAAT, TMA, or RNA), taken no more than three days (72 hours) prior to the date of arrival to The Bahamas.

Please Note: The Bahamas has suspended the mandatory COVID-19 RT-PCR testing requirement for vaccinated travellers, which was expected to take effect on 7 January 2022. Rapid Antigen tests will continue to be accepted for fully vaccinated persons.

UNVACCINATED TRAVELLERS

STEP 2: Bahamas Travel Health Visa Application

All visitors travelling to The Bahamas are required to apply for a Bahamas Travel Health Visa at travel.gov.bs.

Effective 1 October 2021, a Travel Health Visa is no longer required for inter-island travel within The Bahamas.

As of 13 December 2021, the Travel Health Visa requirement for citizens and residents was discontinued. Instead, Bahamian citizens and residents are required to present a negative COVID-19 test at check in prior to departure to The Bahamas.

VACCINATED TRAVELLERS

Fully vaccinated visitors are required to upload negative COVID-19 test results (either a Rapid Antigen Test or RT-PCR Test) in addition to valid proof of vaccination confirming they have passed the two-week immunity period (such as CDC or government issued vaccine record card).

At this time, the Bahamas Government will only be accepting vaccinations by AstraZeneca (Vaxzevria/Covishield), Janseen (Johnson & Johnson), Pfizer-BioNTech (Comirnaty), Moderna (Spikevax), Sinopharm, Covaxin or Sinovac.

UNVACCINATED TRAVELLERS

Effective 27 December 2021, all unvaccinated visitors, ages 12 and older, are required to upload their negative COVID-19 RT-PCR test results. Tests must be taken up to three days (72 hours) prior to the date of arrival.

ALL BAHAMIAN RESIDENTS & CITIZENS

All Bahamian citizens or residents planning to travel abroad for two (2) days or more must secure a test in the destination they visited before travelling back to The Bahamas. Any COVID-19 RT-PCR or COVID-19 Rapid Antigen Test taken in The Bahamas prior to travel will not be valid for re-entry unless a person travels from The Bahamas and returns within a period of 24-hours.

ALL VISITORS

As part of the Bahamas Travel Health Visa application, travellers will be required to opt in to the COVID-19 health insurance that covers them for the duration of their stay in The Bahamas, up to one (1) month. The cost of insurance is included in the Bahamas Travel Health Visa application fee.

Bahamas Travel Health Visa applications can take up to 24 hours to process and should be completed with adequate lead time.

The cost of the Bahamas Travel Health Visa is dependent on length of stay and vaccination status.

All visitors eighteen (18) years and older are required to complete an individual Bahamas Travel Health Visa application.

Persons seventeen (17) years and younger are to add a profile within the account of their parent or guardian and complete an individual Bahamas Travel Health Visa application.

The requirement has been removed for RT PCR COVID-19 testing for domestic travel to and from Cat Island, Andros and Grand Bahama. This requirement was lifted last month for Abaco, Eleuthera and Exuma. Grand Bahama’s daily curfew midnight to 5am. The daily curfew on New Providence 11pm to 5am.

Sailors traveling to the Bahamas can arrive in the Bahamas outside of the 5 day Health Visa window provided they can demonstrate that they made the voyage directly to the port of entry in the Bahamas without an intervening port.
The relevant verbiage is found in Emergency Powers (COVID 19 Pandemic)(No. 13) Order 2020 posted in Dec 1. Para 16. Travel Health Visa (6) which reads in part
… A person traveling to The Bahamas on a commercial or private vessel whose arrival in The Bahamas extends beyond the five day period for a valid a RTPCR COVID 19 molecular diagnostic test result, shall be granted a travel health visa upon application and permitted to enter the Bahamas provided the captain of that vessel can prove at their point of entry into The Bahamas that the vessel’s travel to The Bahamas was a direct one with no prior stops to any other ports of call….
This should come as good news for those wishing to make longer offshore passages to Bahamian land falls but it also extends the travel window for those of us waiting for test results. Under this new wording a vessel could depart on the day of expiration and still be issued a visa on arrival provided the captain can demonstrate the trip was direct without stops.

While Oct. 15 is still set for the reopening of the tourism sector in the Bahamas, visitors who enter in October must still quarantine 14 days. Beginning Nov. 1, the quarantine will be lifted, the government announced yesterday.

The new protocols will require visitors, and returning citizens and residents to obtain a RT-PCR (swab) test no more than seven days prior to arrival, submit to a rapid antigen test upon arrival, and again four days after arrival.

Once the RT-PCR test comes back negative, all travelers are required to apply for a Bahamas Health Travel Visa at travel.gov.bs (click on the International Tab) where the required test must be uploaded.

Ports of entry can make test arrangements for yacht crew and guests, the government said.

All islands in the Bahamas require the wearing of masks and appropriate social distancing in public places.

THE GOVERNMENT OF THE BAHAMAS INTRODUCES NEW TRAVEL AND TESTING PROTOCOLS DESIGNED TO ELIMINATE THE NEED TO QUARANTINE
NASSAU, Bahamas, 1st October 2020 – The Islands of The Bahamas remains committed to welcoming visitors to its shores and providing an exceptional tropical vacation coupled with our world famous warm and friendly hospitality, while, responsibly enforcing public health and safety measures to protect residents and visitors alike.
While 15th October is still set for the reopening of the tourism sector, until 31th October all incoming visitors must “Vacation in Place” for 14 days or the duration of stay, whichever is shorter, which means limiting the vacation experience to the grounds and amenities of a traveler’s hotel or accommodations. Beginning 1st November, The Bahamas will remove the mandatory “Vacation in Place” requirement for all visitors, returning citizens and residents thereby, enabling everyone to move about and explore the destination beyond the confines of their hotel or other accommodations.
The new protocols will require visitors, and returning citizens and residents to obtain a RT-PCR (swab) test no more than seven (7) days prior to their travel to The Bahamas.
In addition, and to ensure that travelers remain COVID free, a rapid antigen test will be conducted upon arrival, and then again four days (96 hours) after arrival in The Bahamas.
Specifics are as follows:
Prior to Travel:
• COVID-19 RT-PCR Test: All persons traveling to The Bahamas must obtain a negative COVID-19 RT-PCR (swab) test taken no more than seven (7) days prior to the date of arrival. The name and address of the lab, where the test was performed, must be clearly displayed on the test result.
• Children under the age of ten (10) and pilots and crew of commercial airlines, who remain overnight in The Bahamas, are exempt from obtaining the RT-PCR test.
• Bahamas Health Travel Visa: Once in possession of a negative COVID-19 RT-PCR test, all travelers will then be required to apply for a Bahamas Health Travel Visa at travel.gov.bs (click on the International Tab) where the required test must be uploaded.
The cost of the visa will depend on the length of stay.
Upon Arrival
Day of Arrival: Rapid Test – All persons entering The Bahamas, at an approved Port of
Entry, will receive a Rapid COVID-19 antigen test.
If arriving by air, an approved Port of Entry will be: Nassau, Freeport, Marsh Harbour,
North Eleuthera, Georgetown (Exuma), Bimini (and Cat Cay) and San Andros (Andros).
If arriving by sea, an approved Port of Entry will be: Nassau (Atlantis, Bay Street Marina,
Lyford Cay, and Albany); Grand Bahama (West End – Old Bahama Bay and Freeport –
Lucaya); Abaco (Marsh Harbour Government Dock); Eleuthera (Spanish Wells Marina);
Berry Islands (Chubb Cay Club); Bimini (Big Game Club and Cat Cay Club); Exuma
(Georgetown Government Dock).
American Airlines has indicated that, beginning in late October, they wish to provide
each passenger traveling to The Bahamas from Miami with a Rapid COVID-19 antigen
test before boarding the plane. These passengers, along with the passengers of any
other airlines wishing to provide a similar service, will not be required to complete the
Rapid Test upon arrival in The Bahamas.
After Arrival
• Day Five (96 hours after arrival): Rapid Test – All persons who entered The Bahamas,
and who are staying longer than four nights and five days, will be required to take a
second Rapid COVID-19 antigen test. To be clear, all visitors departing on Day Five will
not be required to obtain this test.
The cost of the rapid tests on and after arrival will be included in the cost of the visa.
The rapid tests are easy, quick and will yield results in 20 minutes or less with results being
provided electronically.
Many hotel properties will provide relevant information on testing arrangements, while others
will facilitate the required rapid test for their guests.
All persons on yachts and other pleasure craft will be able to make arrangements for their
required rapid tests at the port of entry or via the relevant website.
All other visitors, returning residents and citizens will be able to make arrangements for their
required rapid tests at the port of entry or via the relevant website.
The On Island Experience:
All islands in The Bahamas require the wearing of masks and appropriate social distancing in
public places.
The Bahamas has remained diligent in its efforts to minimize the spread of COVID-19
throughout the islands, and these measures are imperative to ensure that remains the case.
The health and wellbeing of both residents and visitors remain the number one priority of our
public health officials. It is important to note, however, that due to fluidity of the COVID-19
situation, both in The Bahamas and worldwide, protocols are subject to change.

  • REQUIREMENTS FOR BOATERS AND BAHAMAS MARINAS FOR 2020
    Effective Tuesday 1 September, all incoming visitors must present a COVID-19 RT-PCR Negative (Swab) Test upon arrival. The RTPCR COVID-19 test must have been taken no later than five (5) days from the date of arrival in The Bahamas.
    On GRAND BAHAMA: International and domestic flights or sea vessels are allowed in and out of the island, as of August 25, 2020. Evening curfew and nationwide requirements still hold.
    While not closing the country’s borders to air or sea traffic, the government of The Bahamas now requires visitors arriving at any island in the archipelago to undergo a 14-day quarantine.
    Visitors cruising by private boat are permitted to spend their two-week quarantine aboard their vessel. Fishing is permitted daily from 5 am to 6 pm with boats of no more than 2 people, unless on a larger vessel and from same household.
    The emergency orders do require a 14-day quarantine even for inter-island travel if you plan to come ashore. During the quarantine period, or if staying for less than 2 weeks, boaters are not allowed beyond the marina premises for any reason while on land. Cruising is permitted, along with visits to uninhabited islands (defined as population of 25 people or less). This is being referred to as “Vacation in Place”.
    After the 14 days, all persons intending to remain in the country may be required to complete another COVID-19 test, at their own expense.
    Departing in less than 14 days is allowed but must be done without contact with any community except for refueling and provisioning stops at marinas or traveling to and from private air flights.
    Effective Tuesday 25 August, boaters must notify the BMA at sheltering@bahamasmaritime.com prior to entering the country and if your intention is to relocate to another island.
    Select individuals will be exempt from testing,
    • Children under the age of ten (10). Parent or guardian must provide proof of testing restriction upon arrival.
    • Private pilots who do not deplane
    Domestic / Inter-island Travel
    • There are no restrictions for inter-island travel within The Bahamas. Domestic travel needs to be logged in at https://travel.gov.bs/.
    • As of 4th of September 2020 RT-PCR Tests are only required for passengers departing New Providence and Grand Bahama. This means if you are coming to Nassau or Freeport from any family island you do not need a test.
    • RT-PCR Tests are required for travel between New Providence and Grand Bahama. This applies for travel in both directions, tests must be taken in Freeport for travel to Nassau and in Nassau for travel to Freeport.

      After some research, I have found the following;

      This gives you the List of Companies that Bahamas will accept a Covid Test from.
      Then you need to do your own research to find a facility for one of those companies close to your Jump off Point to Bahamas, to meet the entry deadline (5 days prior to 11/1, and 7 days after 11/1), this apparently includes the day of testing, and the day of arrival in Bahamas to clear-in.
      Suggest you also read all the Tabs on the Health Visa Application to ensure you get the correct test done, and have all the relevant information at hand.

Answer ‘yes, as long as we believe you are in transit.’ Thus officer discretion on entry.
They emphasized that individual jurisdictions down the coast may have further restrictions on obtaining fuel, provisions, etc.,

ALL vaccinated visotrs can now avoid the rapid-test at entry to the BVI and the associated $50pp cost by having a 2-day Neg nasal PCR or Rapid Antigen test.
Unvaccinated children 17 and younger enter the BVI with the same status as the parents. If the parents have a 1 or 2-day test, then neither they nor the kids need to be tested upon entry. However, 3, 4, or 5 day test requires that everyone be tested upon arrival ($50pp and 20mins to get results).

All visitors must bring with them a copy of their vaccination record, 2 or 5-day test for BVI entry, proof of health insurance coverage for Int’l travel. 3 pages
Visitors who have only the 5-day test (not the 2 day) landing in STT before 2pm should complete this BVI personal datalink for testing at West end, westend.bvi.care/
Prior to returning to the USVI from the BVI, guests must individually get a Neg test within 3 days of the return and then complete the USVI entry portal a 2nd time.
We recommend the $40 BinaxNowAG tele-med test kits be brought with you (and even a spare just in case) as most tests administered in the BVI run about $125pp-$150pp.

We have the new entry requirements for Ecuador. At Puerto Amistad we are permitted to receive international vessels. The following are the requirements during the Pandemia.

1.Autografo – This will require contacting us 2 to 3 weeks prior to departing to get the pre-autografo. The cost is $200 but for Posse members it is a discount of 20%.

2. Impacted Port Fee $120 (This is to allow our port to receive vessels. during ports closed in Ecuador. This fee will end once they open all maritime activities.

3. PCR Test $20 per person given upon entry. (This too will end someday!)

4. Checkin International $180. (port Cap, Imigration, Aduanas, Health, all entities included.)

5. Pilot for entry $35

Dominican Republic 🇩🇴 has lifted all Covid restrictions.

DR is a very affordable year round cruising destination with full services and hurricane holes plus very affordable medical/dental services and so much to see and do is now fully open to all cruisers as Unvaxxed cruisers on land do not need a pcr test every 7 days to go into certain public areas.

Upon arrival if you show signs of Covid they will test for free and if positive, you will be quarantined on your boat.

President Luis Abinader announced this Wednesday night the suspension of all the restrictive measures imposed by COVID-19.

The president made the decision one year after the start of the National Vaccination Plan, a time he described as "a great collective victory."

With 5,844,147 citizens vaccinated with at least two doses of the vaccine against respiratory disease, 2,528 active cases, positivity in the last four weeks at 10.24%, lethality at 0.76% and a considerable decrease in hospital occupancy, these are the measures that from now on will no longer be implemented:

* Mandatory use of the mask.

* Presentation of the vaccination card to access public and private spaces.

* Restrictions in public spaces.

“After this long battle, we started to get our freedom back. From now on, we will all have to take care of ourselves, responsibly, but without restrictions, ”he indicated.

With the announcement of the president, the responsibility of taking care of COVID-19 acquires an individual character.

“The government did what it had to do to protect our people and time has proven us right in our actions against the pandemic,” he added.

COLOMBIA COVID-19 Testing:

  • Colombia is able to test for COVID-19 in country . Authorities have identified isolation spaces compliant with WHO protocols in healthcare facilities to be used in suspected cases of COVID-19.   • Travelers can check the COVID incidence rate of Colombian municipalities by following these steps:

This gives you the List of Companies that Bahamas will accept a Covid Test from.
Then you need to do your own research to find a facility for one of those companies close to your Jump off Point to Bahamas, to meet the entry deadline (5 days prior to 11/1, and 7 days after 11/1), this apparently includes the day of testing, and the day of arrival in Bahamas to clear-in.
